He fully agreed with me that it was un-

desirable that the C.C. should undertake

to discuss this question with Matheson's.

It is a matter for B.of T., 2.C., and the

defence departments primarily; and no doubt there will be further interdepart-

mental discussion in connection with the

question of the protection of British

shipping and trade with China.
